Gee, it sounds like the guvmint trying to make Congress irrelevant.
Since when it is someone else’s job to enact legislation????
What also comes to mind is this is a way to try and keep this OUT OF OUR VIEW!
UPDATE: Apparently, the GOP lawmakers want an explanation. Well so do I.
